Shrink the huge cost of retiree health perks

Legislators’ rejection of a proposal to alter how the state pays for public retiree health benefits does not erase the huge future debts this perk is piling up. Legislators should require workers to help prepay the cost of this benefit, end the perk where possible and take other steps to cut an untenable long-term expense.
